What I do is to slip a board under my rear wheel when I am reinstalling it and use another smaller board to lever it up to where the holes can align. Slipping the small board under the larger one toward or away from the wheel can relieve the weight of the wheel and adjust its height. No need to mill a slope on the plank. Using this system, I have not had any problem aligning the wheel holes with the axle holes, so that the securing bolts can be installed and started by hand.

.... and if you really want, you can thread a bungee through the wheel and put it over the seat, allowing it to hang like a trapeze artist...
