It is possible to check all applications of new members first to allow them to the forum.
But I can not be constantly online and it would be bad if a potential new user would have to wait longer until he can go online, so far I have not set the exam.

Which content will post a user later is then also a completely different topic. As long as the crazy or bots are so rare and you alert all reports it is still ok I think.
